Od idei do faktu – droga Szwecji do NATO
Abstrakt
Szwedzka polityka bezpieczeństwa i obrony zmieniła się w ciągu ostatnich kilkunastu lat. Od silnego nacisku na krajową obronę terytorialną, przez uczestnictwo w międzynarodowych misjach zarządzania kryzysowego i powrót do koncepcji obrony całkowitej aż do decyzji o przystąpieniu do NATO. Jedną z pierwszych, istotnych zmian w szwedzkiej polityce bezpieczeństwa i obrony była deklaracja solidarności z 2009 roku, która została powtórzona w 2014 roku. Rząd podkreślił w niej, że Szwecja nie pozostanie bierna, gdy inne państwo zostanie dotknięte przez katastrofę lub zaatakowane. Prawdziwa „rewolucja” w szwedzkiej doktrynie bezpieczeństwa nastąpiła jednak po inwazji Rosji na Ukrainę w lutym 2022 roku. Wojna w najbliższym sąsiedztwie zmusiła Szwecję do dokonania przeglądu swojej polityki bezpieczeństwa, w efekcie którego rząd uznał, że państwo nie będzie dłużej bezpieczne pozostając poza NATO. Decyzja Szwecji o przystąpieniu do Sojuszu Północnoatlantyckiego jest historyczna i zrywa z jej długą tradycją neutralności i niezaangażowania.
