Dlaczego koalicje nie powstają, chociaż mogłyby? Analiza przypadku Kanady z przełomu 2008 i 2009 roku

Abstrakt

Charakterystyczną cechą systemu westminsterskiego, do którego zalicza się system kanadyjski, jest brak tradycji tworzenia koalicji gabinetowych na poziomie federalnym. Znacznie częstszą formą rządu jest w nim jednopartyjny rząd mniejszościowy popierany przez parlamentarną większość tylko w kluczowych dla jego przetrwania głosowaniach. Niniejszy artykuł stanowi studium przypadku formowania koalicji gabinetowej w Kanadzie w 2008 roku. Celem tego politycznego przedsięwzięcia było ustanowienie przeciwwagi dla mniejszościowego rządu Stephena Harpera popieranego przez Partię Konserwatywną. Podczas analizy zaprezentowanej w artykule wyodrębnione zostały elementy systemu politycznego, które spowodowały, że nawet uzyskanie poparcia większości parlamentarnej nie pozwoliło opozycji na finalne przejęcie władzy. Szczególną uwagę poświęcono roli kanadyjskiego gubernatora generalnego, który miał znaczący wpływ na dynamikę wydarzeń na kanadyjskiej scenie politycznej w analizowanym okresie.
