Abstract

Local government is a form of a man’s involvement in public matters with a local character. Owing to this it contributes to the formation of civil society that assumes common and conscious articulating, advancing and defending common interests, needs and aspirations. The problems of self-government, of looking into the needs of local communities, setting up their hierarchy and of the possibilities of meeting them are transferred to the citizens themselves. Owing to this those who are immediately interested have a real influence on the course of public matters.
