Regional Operational Programme as a Determining Factor in the Development of Public Administration

Abstract

The implementation of the sixteen regional operational programmes will also contribute to the realisation of the goals envisaged by the Lisbon Strategy, the Strategic Guidelines of the Community 2007-2013, as well as National Strategic Reference Framework 2007-2013 regarding enhanced competitiveness of an economy based on knowledge and enterprise, which should create new jobs. Thanks to enhanced competitiveness an improvement in public administration is expected to occur, which will contribute to a higher living standard in regional communities. It is worth emphasising that the implementation of regional operational programmes hinges on a correlation with horizontal policies of the EU, that is Nature 2000, sustainable development, equal opportunities, energy policy and information society. In summary, in the years 2007-2013 all regions in Poland will have a real opportunity toimprove their functioning, and as a result raise the standard of living of its inhabitants.

Regional operational programmes serve as tools which, if used well, will lead to a major improvement in the condition of public administration.
